Senator HOGG(12.33 p.m.) —The reason that I raised this in the first instance is that this is an issue that is fundamental to the Australian people and to their lifestyle. As was just said by Senator Forshaw, the manifesto of the government, when they were in opposition, was `more real jobs'. What I am trying to flesh out—it is not a trick question—is: what are the sorts of jobs that the government aims to have created by this legislation? If it is simply a matter of having everyone in a job with no-one being employed full time, then I think the object of this legislation fails hopelessly.

I heard it said by the parliamentary secretary that for people who are part time they hope to create full-time work and for casuals more hours by way of full-time work, but I am interested in how this is going to happen under this legislation. Is it a matter of just more people being employed for fewer hours, or actual numbers of people being employed in more meaningful jobs? What are those jobs going to look like? That goes to the very heart of what this legislation is about. If it does not do that, then the legislation fails.
