Senator TAMBLING (Parliamentary Secretary to the Minister for Transport and Regional Development)(4.43 p.m.) —These are the issues that I did address earlier when I mentioned that they would have been much more appropriately addressed by Senator Margetts in the committee stage of the bill, where the matter was looked at in extensive detail. I must apologise to her for having to seek particular advice on these matters that do impinge on the regulation. I am advised that the regulation management and monitoring issues will be fully addressed in the future.


Senator Margetts —That still has not addressed the issue of funding: how will management be funded?


Senator TAMBLING —The Commonwealth will be responsible for the regulations, and the necessary implementation of those regulations will be funded by the Department of Transport and Regional Development.
