Senator KEMP (Manager of Government Business in the Senate) —I give notice that, on the next day of sitting, I shall move:

That the order of the Senate of 29 November 1994, relating to the consideration of legislation, not apply to the Natural Heritage Trust of Australia Bill 1996.

I also table a statement of reasons justifying the need for this bill to be considered during this sittings and seek leave to have the statement incorporated in Hansard .

The statement read as follows—

STATEMENT OF REASONS FOR INTRODUCTION AND PASSAGE IN THE 1996 WINTER SITTINGS

NATURAL HERITAGE TRUST OF AUSTRALIA BILL 1996

The bill will establish the Natural Heritage Trust. It is the requirement of the government to have the initial proceeds of the partial sale of Telstra available for funding environment programs in the 1997-98 financial year. The bill must be passed before any monies are received from the partial sale of Telstra and in order to see returns in the 1997-98 financial year. Any delays in the passage of the bill will put back implementation of these important environment programs.
