Senator O'CHEE (11.28 a.m.) —May I then raise a further concern? We agree on the broad thrust of the legislative amendment. My concern is this. The undertaking which has been given appears to address the time factor which may arise. The problem then is that there may be certain other administrative procedures outside Austrade to seek review of matters. My concern is that that undertaking may not be sufficient to ensure that people get full access to their rights of administrative review of any decision which goes against them by Austrade.

  You understand what I mean, minister? An undertaking that the government gives on behalf of Austrade will obviously be binding on Austrade, but if Austrade rejects an appeal and a person seeks some other means of reviewing that decision, the mere undertaking that the government has given would appear not to bind a review body. I ask the minister to turn his mind to that concern and be kind enough to provide the government's view of how we can address those people's rights.
