Senator SPINDLER (11.14 a.m.) Two questions arise out of the minister's answer. First, I was not aware that there was a limitation on the capacity to make an appeal against a substantive decision not to grant an application. Perhaps the minister could direct me to the provisions which impose the time limitation. Secondly, I welcome the minister's undertaking. I make quite certain that it is a binding undertaking on the part of the government that, if any of the 10 applicants which have been refused now wish to make an application on substantive grounds of this agreement with a decision, their appeals will be accepted and dealt with.
