Senator SHERRY (Parliamentary Secretary to the Minister for Primary Industries and Energy) (9.36 p.m.) —I can only reiterate that clause 19(11) of the bill protects the intermediary stage of development of genetic material. It is of no use to a consumer because it is not fully developed, but it is of use to another developer who could take that material. A lot of money could have been spent on developing that material at this intermediary level. This legislation provides protection where another developer takes that material. If it did not provide protection in those circumstances, that original developer, having spent many thousands or hundreds of thousands of dollars, could have the material taken off him without protection. Clause 19(11) provides that protection.
