Senator COULTER (9.28 p.m.) —by leave—I move:

16.Clause 73, omit the clause.

17.Clause 75, pages 40 and 41, omit "73 or" wherever occurring.

Amendments 16 and 17 amend clauses 73 and 75. Clause 73 refers to penalties which seem to be, by any standard, excessive given the sorts of weaker protection that Senator Sherry indicated earlier this evening. We think these penalties are excessive particularly when general actions can be taken outside this legislation.
