Senator SHERRY (Parliamentary Secretary to the Minister for Primary Industries and Energy) (8.40 p.m.) —I owe Senator Coulter an apology. We will be supporting this amendment. There are different circumstances in this case. The proposed amendment is acceptable, even through it would reduce the latitude and therefore the intention of clause 19(3)(b) since the terms of compulsory licensing will always include propagation and sale. We believe that is clear. We are prepared to accept it.
