Senator BOLKUS (Minister for Immigration and Ethnic Affairs and Minister Assisting the Prime Minister for Multicultural Affairs) (8.16 p.m.) —One really cannot argue with that—no argument has been put up with which to argue. So I am sure that somewhere in the motivation of Senator Margetts she has some motivating force for allowing the continued frustration of this sort of panel in its operation. I am sure there is some hidden reason somewhere but I have not been able to work it out—the contribution by Senator Margetts does not indicate that.

  We have already circulated regulations for people to have a look at and get their comments on and we can make that available to Senator Margetts as well. But it is a frustrating situation when people are blindly going into a process which has already led to the panel being totally frustrated in its operation, when they do not really take into account the fact that one has not just one section of one piece of legislation that accommodates these areas but a whole structure of machinery of government that does so. So, if Senator Margetts wants to go down that course, so be it.
