Senator BOLKUS (Minister for Immigration and Ethnic Affairs and Minister Assisting the Prime Minister for Multicultural Affairs) (11.23 a.m.) —Maybe they have in subclause (a), but in subclauses (b) and (c) they have not. If Senator Spindler reads subclause (b) and (c) he will see we are not talking about laws proposed for introduction to the parliament, but about any proposed laws. Senator Spindler's proposed subsection 84C(b) states in part:

    (b)a proposed law prepared on behalf of:

      (i)the Government of the Commonwealth or of a State.

It also refers to the minister or the body established. That is where Senator Spindler has problems with what he has just said.

Senator Spindler —I think the definition of proposed law covers the concept of a published amendment.

Senator BOLKUS —No, it doesn't.
