Senator MacGIBBON (9.28 p.m.) —Who is this Minister Johns? Is he the secretary—that fellow Gary Johns from Petrie? Is that who the minister is referring to?


Senator Faulkner —Yes.


Senator MacGIBBON —I am unaware that he is a senator; I am unaware that he is in this chamber. I am aware that Minister Faulkner is the minister handling the bill, so it is perfectly proper for me to refer to him as the minister. The minister should not waste the time of the Senate while he indulges in some sort of semantic argument as to whether he might or might not be the ultimate authority on this.
