Senator BOLKUS (Minister for Immigration and Ethnic Affairs and Minister Assisting the Prime Minister for Multicultural Affairs) (8.58 p.m.) —The government opposes this amendment. The advice I have been given is that the amendment is unacceptable for a variety of reasons. I am informed that it fails to take into account the fact that in many cases the procedures, and hence the claims for compensation, apply to state and territory police. The inquiry I have from the minister is this: do the Democrats expect the federal government to pay for the state and territory police breaches for these requirements? Furthermore, how would the Commonwealth Ombudsman go about inquiring into the activities of state and territory police? I ask those questions rhetorically and suggest to Senator Spindler that it might be appropriate for him to take those questions up with Mr Kerr when he next sees him.
