Senator PATTERSON (12.36 p.m.) —Let me repeat it so we can make sure we all understand what I have asked: what I have been advised is that the HCCA income test in the current bill may not actually achieve the government's stated objective of allowing families which have exceeded the separate net income threshold to be eligible for the HCCA during those parts of the year when they are looking after their children full-time. Is that the case or not?

Senator Crowley —The claim that Senator Patterson is making is incorrect. The legislation as drafted will provide that HCCA is available to people.

Senator PATTERSON —Which people?

Senator Crowley —The best way to say it is that Senator Patterson's advice is incorrect; she has no need to worry.
