Senator WALTERS(3.47) —Perhaps I may explain to Senator Powell the difference between the words `or' and `and'. She said that the meaning is virtually the same and that the difference is one little word. I think that Senator Powell would understand if she had been charged with a criminal offence and could be sentenced to a fine of $40,000 or six months gaol, or a fine of $40,000 and six months gaol. I dare say she would then recognise the difference between the words `or' and `and', which is a very important difference.
