Senator VIGOR —I give notice that, on the next day of sitting, I shall move:

That the Senate-

(a) notes with concern the inspired speculation being promoted in some newspapers about possible future funding cuts for local government;

(b) recalls the findings of the National Inquiry into Local Government Finance that councils deliver services to people more cost effectively than do the larger State and Commonwealth bureaucracies;

(c) recalls the manner in which the Labor, Liberal and National parties combined in May 1985 to end the 2 per cent personal income tax sharing entitlement, about which councils had not complained when this gave them increases below the rate of inflation; and

(d) calls on the Federal Government to uphold the integrity of the legislation it sponsored last year to guarantee future levels of funding to local government.
