Senator CROWLEY —I remind the Minister for Industry, Technology and Commerce of the Government's expressed policy of referring all major policy proposals to the Business Regulation Review Unit. Has this policy been extended to the Government's reforms in equal opportunity policy? Can the Minister report on policy matters on legislation in the area of equal opportunity policy which have been referred to the Business Regulation Review Unit? Can he provide instances of the BRRU being involved in these matters?


Senator BUTTON —The Business Regulation Review Unit is provided with the opportunity to consider, I think, the vast majority of matters which come before Government, and does so on many occasions. The Business Regulation Review Unit was given the opportunity to comment on the new regulations involved in the Government's equal opportunity reforms as drafted in the Equal Employment Opportunity (Commonwealth Authorities) Bill 1987. I understand that the Business Regulation Review Unit was also given the opportunity to be involved in discussions on this and other policies the Government has introduced in the equal opportunity policy area. I am not certain of the comments made by the Business Regulation Review Unit in this instance as it is its usual practice not to make extensive comments in areas which affect mainly public sector management. The Business Regulation Review Unit prefers to concentrate its activities on matters which have an immediate and significant regulatory impact on the private sector.
