Senator COATES(6.20) —I would like to deal with the matter that Senator Watson raised. He started to complain about sub-clause 8 (5), but I would have thought that he ought to be pleased about the presence of sub-clause (5), which states:

(5) The Commission shall:

(a) in the performance of its functions under this section, give priority to identifying any parts of the Lemonthyme area and the Southern Forests area that are definitely not qualifying areas; and

(b) as soon as practicable, report to the Minister the identification of any such part or parts, specifying the area concerned.

That is a priority which would allow the Minister to give consent under proposed section 16, if it is justifiable. I would have thought that Senator Watson ought to be pleased about that sub-clause.
