Senator MASON(10.29) —In listening carefully to the Minister's response to Senator Kilgariff, I got the strong feeling that we are in an episode of Yes, Minister. The Minister said that it was not in the public interest that the contracts were denied. He said that under all the circumstances that would be understandable. I am afraid that I do not understand the Minister at all on that point. I would like the Minister to develop that point. It seems to me to be a clear case of discrimination. It is not good enough to come in here and simply say that it was in the public interest. What criteria of public interest actually were involved in that decision?
