Senator RYAN (Minister for Education)(8.17) —I am afraid that I have nothing of substance to add to what I have already told Senator Puplick, but as he seems to be intent upon tedious repetition, either on his own part or on mine, I repeat what I told him: Before dinner I was advised that it was the Government's intention to proceed with the implementation of this policy on 1 July but that whether it should be achieved by legislation or by some other means had not been settled. I undertook before the dinner break to have the relevant officer seek further information. The officer sought that information and the information is as I presented it to the Senate the last time I answered Senator Puplick's question; that is, that the matter is still under consideration by the Minister for Aviation (Mr Peter Morris), the Minister for Industry, Technology and Commerce (Senator Button) and the Minister for Sport, Recreation and Tourism (Mr John Brown). So the policy intention is clear; the means by which it is to be achieved is not clear at this stage.
