STATES GRANTS (SCHOOLS ASSISTANCE) LEGISLATION AMENDMENT BILL 1985

The main purpose of this Bill is to adjust 1985 grants to government and non-government schools in the States and Northern Territory, in line with the Government's policy of providing retrospective cost supplementation for the Commonwealth's schools programs. These arrangements provide school systems and authorities with the confidence to plan ahead in the knowledge that grants will be maintained in real terms. This will involve a further appropriation of $15m.

I commend the Bill to the Senate.

STATES GRANTS (TERTIARY EDUCATION ASSISTANCE) AMENDMENT BILL 1985

The primary purpose of this Bill is to adjust grants to the States and Northern Territory for universities, colleges of advanced education and technical and further education institutions in line with the Government's agreed procedures to supplement the programs of the Commonwealth Tertiary Education Commission for cost increases. Under these procedures, wage and salary increases occurring during the program year are met while increases in non-salary and capital costs are adjusted to the levels applying at the beginning of the program year.

The total amount of supplementation to be provided by this Bill is $219.58 million, comprising $60.43 million for 1985 programs, $79.226 million for 1986 programs and $79.924 million for 1987 programs.

STATES GRANTS (EDUCATION ASSISTANCE-PARTICIPATION AND EQUITY) AMENDMENT BILL 1985

The primary purpose of this Bill is to supplement for cost increases the grants available to government and non-government education authorities in the States and the Northern Territory in 1985 to conduct projects and programs under the Participation and Equity Program which the Government introduced in 1984. This adjustment is in accord with the Government's undertaking to provide retrospective cost supplementation for this program. The adjustments are consistent with those being made by the States Grants (Schools Assistance) and States Grants (Tertiary Education Assistance) Amendment Bills which are also before the House today. This supplementation will involve a further appropriation of $1.518 million in 1985.

This Bill will also extend the delegation arrangements set out in the Principal Act to allow the Minister to delegate powers in respect of Technical and Further Education to the Chairman of the Commonwealth Tertiary Education Commission.

I commend the Bill to the Senate.
