Senator TOWNLEY —I refer the Minister for Finance to the paper from his Department which canvasses a broadening of the direct tax base, some extension of sales tax, minor reductions in personal income tax, capital gains taxes and death duties. Did the Minister ask his Department to prepare the document as an alternative to the draft White Paper on tax reform which Cabinet has been considering? Does the Minister see his Department's package as a viable compromise position, especially for those Ministers and the Australian Council of Trade Unions, who are increasingly concerned about the problem of compensation for those affected by any new broadly based consumer tax?
