Senator BUTTON (Minister for Industry, Technology and Commerce)(6.29) —Firstly, the Government had an amendment prepared in respect of this clause. That amendment would have been introduced by the Government for the reasons which Senator Chaney has stated. The only request I make of Senator Chaney is that in respect of his proposed new sub-section (1B) the words 'without reasonable excuse' should be inserted after the words 'A person shall not'. I ask for that not because I am fussed about it but because, according to the draftsman, in using this type of provision in a wide range of legislation that is the terminology which is used. So the amendment would read:

A person shall not without reasonable excuse fail to comply with a direction given to that person by an officer in accordance with sub-section (1).

At the moment I cannot for the life of me think what a reasonable excuse would be, but I ask for those words to be inserted in the interest of consistency with other legislative provisions.
