Senator MACKLIN(9.25) —To Senator Walsh's amendment to insert new paragraph 33I (1) (c) I move:

Leave out 'the President of' (third occurring).

The reason I have moved this amendment to the Government's amendment is that the clause, as amended by the Government, would read:

The President of the National Farmers' Federation or a person nominated by the President of the National Farmers' Federation, and one other person nominated by the President of the National Farmers' Federation.

I believe that really ought to ensure that the second person should be a nominee of the National Farmers Federation, not a duplicate nominee of the President of the National Farmers Federation. It is a matter of technicalities. I presume that the President of the National Farmers Federation would not stay in that position for very long if he proposed to put up a second person. But the first person is actually an ex-officio position held by the President of the National Farmers Federation in his own right, or by his own personal nominee, who, of course, would not necessarily have to be a member of the National Farmers Federation. It would be a personal substitute. I believe that the second position was not meant to be an additional substitute for the President but rather an additional person nominated by the Federation-not nominated by the President of the Federation in his personal capacity.
