Senator MACKLIN(9.41) —That is an extraordinary statement from the Minister for Social Security (Senator Grimes)-that he thinks it would be an unnecessary burden on the Council when making a decision in relation to an application to have to give reasons. That is extraordinary. Even with a frivolous application there is still a reason; it is frivolous. That is pretty simple. It would take the typist only a very short time to type that. We are now saying: 'Leave these councils in their wisdom to do what they know best. Let them get on in secret to do whatever it is they are doing. Let them not bother to tell the public when they do not recommend something'. I believe it is important that the public know what is going on, whether the council recommends or does not.
