Senator COLLARD —My question is to the Minister for Resources and Energy. What consultation took place between the departments of Resources and Energy and Aboriginal Affairs on the Aboriginal and Torres Strait Islander Heritage ( Interim Protection) Bill 1984 prior to its discussion in Cabinet? Was the Department of Resources and Energy advised that more time would be given to discuss aspects of the proposed legislation? Does the Minister believe his Department has had sufficient time to consider the legislation and that there has been adequate consultation with the mining industry? Finally, has the Department of Resources and Energy made representations to the Department of Aboriginal Affairs to have sections of the Bill amended?

Senator WALSH —Senator Collard asked what consultation has taken place between the Department of Aboriginal Affairs and the Department of Resources and Energy. As is customary with submissions in which more than one department has a relevant interest, the submission was circulated to my Department, among others, and a co-ordinating comment was made on it, as I recall. However, I am not going to go into the details, nor should I, which Senator Collard has asked for because I regard the matter as background departmental work preparatory to the making of a Cabinet decision.
