Mr COMBET (Charlton—Minister for Industry and Innovation and Minister for Climate Change and Energy Efficiency) (19:23): I think a number of very constructive contributions have been made in relation to the Higher Education Support Amendment (VET FEE-HELP and Other Measures) Bill 2011 and I do not think any substantive matters have arisen to which I should respond. I simply conclude the second reading debate by commending the bill to the House, particularly for its purpose of improving the quality framework of the government's income contingent loans program.
