Mr NEVILLE (8:31 PM) —On the same question, if I can add a little, if the minister intends to delegate the appointment of the networks to the state government, how does that fit within the Commonwealth’s view of taking control of health in the states? If the states appoint these authorities and they do not have independent statutory authorities, won’t the control ultimately be vested in the state government, and then it will be back to business as usual? I reinforce what the shadow minister said. Will these boards, networks or whatever you like to call them have independent statutory authority?
