Mr Katter asked the Minister for Agriculture, Fisheries and Forestry, in writing, on 3 June 2008:

(1)   Is he aware that: (a) the Australian Cane Farmers Association has been informed by the Australian Sugar Milling Council that a milling company has allegedly failed to keep his department informed of the progress of a project under the Sugar Industry Reform Program 2004 (SIRP); (b) it is alleged that his department subsequently terminated the project under the belief that it would not be completed; and (c) the department advised that reasons for the termination would be provided and requested that all funds be returned.

(2)   Are the details of the alleged report in point (1) correct; if not, what happened.

(3)   Were funds returned in full; if not, why not.

(4)   What SIRP projects have been terminated since the Program’s inception, and have: (a) monies of these terminated projects been returned to his department; if not, why not; and (b) returned monies been reallocated to alternative SIRP projects; if not, why not.

(5)   By category and in total, what are the disbursements to date and the final projected expenditure (if different) for SIRP.


Mr Burke (Minister for Agriculture, Fisheries and Forestry) —The answer to the honourable member’s question is as follows:

(1) (a)   The Department of Agriculture, Fisheries and Forestry (the department) is not aware of the content of discussions between the Australian Sugar Milling Council and Australian Cane Farmers Association. The department is not aware of any sugar milling company failing to meet its reporting obligations under a Regional and Community Project (RCP) funding agreement.
