Dr NELSON (Minister for Education, Science and Training) (7:54 PM) —I can assist the opposition in this regard. The Collaboration and Structural Reform Fund is, as the member for Jagajaga points out, intended precisely for that—collaboration and structural reform. It is one of many facets of the $11 billion reform program in higher education. I made a conscious decision to rephase the money and not to specifically fund all of the projects that came forward this year. The reason for that is that the 10 that I agreed to fund as the minister responsible were those that I really thought would deliver collaboration and structural reform—that five or 10 years from now we would look back and think, ‘Yes, reform was achieved through the expenditure in that way.’ There were a myriad of other projects which came forward which had value, but I could not see that there would be significant reform in the sector as a consequence of that. I have informed the Australian Vice-Chancellors Committee and other people in the sector of the reasons for the decision, and I think it is fair to say that they are quite comfortable with the outcome.
