—Mr Speaker, I rise on a point of order. I seek the leave of the House to incorporate in Hansard the speech that I have not been able to deliver in relation to the IR legislation.
The SPEAKER
—For the benefit of the member for Canberra, I point out that the resolution of the House said that we would go straight to the second reading. Therefore I cannot accept her request.

—Mr Speaker, the member opposite indicated that he is happy for the incorporation to take place—and the Prime Minister, I might add. I am sure he was indicating that he would be happy for the incorporation.
