Mr Rudd asked the Minister for Foreign Affairs, in writing, on 23 June 2005:

Are Australian missions overseas required to comply with the Department of Finance and Administration’s procurement guidelines; If so what steps does the Department take to ensure that the procurement guidelines are met; If not, do individual missions have their own procurement guidelines, and if they do, what are the guidelines.

Mr Downer (Minister for Foreign Affairs) —The answer to the honourable member’s question is as follows:

Yes, they are required to comply. The Department has a Procurement Manual to guide posts through their procurement responsibilities. The mandatory Financial Management training course includes a section on the procurement guidelines. A Contract Management and Policy Unit is available to posts to provide advice.
