Ms Grierson asked the Minister for Vocational and Technical Education, in writing, on 10 March 2005:

(1)   How many first year apprentices, by trade, were employed in the electoral division of Newcastle in (a) 2001, (b) 2002, (c) 2003, and (d) 2004.

(2)   How many first year apprentices, by trade, were employed in 1996 in the electoral division of Newcastle.

(3)   By what means and by which agency are these statistics collected.

(4)   Will he provide (a) the dates and other details of the statistics and (b) the calculations which are used to determine the statistics.

(5)   Under the New Apprenticeships Scheme, how many apprentices and trainees were in training, by industry, in the electoral division of Newcastle in the year (a) 1996, (b) 1998, (c) 2000, (d) 2002 and (e) 2004.


Mr Hardgrave (Minister for Vocational and Technical Education and Minister Assisting the Prime Minister) —The answer to the honourable member’s question is as follows:

(1)   The National Centre for Vocational Education Research (NCVER) provides estimates of commencements for New Apprenticeships in Trades and Related occupations but does not separate New Apprenticeships estimates by apprentice and trainee.  The following table lists New Apprentices with workplaces in the electoral division of Newcastle who commenced a Trades and Related New Apprenticeship in the 12 months to September 2001, 2002, 2003 and 2004: that is the New Apprentice was in their first year in the previous 12 month period.  These are the latest estimates available from the NCVER.

(2)   The following table provides NCVER estimates of Trades and Related New Apprenticeships commencements in the 12 months to September 1996 in the electorate of Newcastle.

(3)   These estimates are sourced from the National Centre for Vocational Education Research (NCVER). The NCVER is the body responsible for the collection and dissemination of data relating to the Vocational Education and Training (VET) system in Australia, including New Apprenticeships. The data is collected by the State and Territory Training Authorities (STA) through information provided on the National Training Contract. This data is then provided by each of the STAs to the NCVER. (4)   (a)   The data is sourced from the latest collection: NCVER Apprentices and Trainees data for the September Quarter 2004.

(b)   As the NCVER Apprentices and Trainees data is sourced from a statistical database, an estimation process is applied to the raw data to ensure that the data meets the Australian Vocational Education and Training Management Information Statistical Standard (AVETMISS) for New Apprenticeships. This estimation process applies a complex mathematical formula to the raw data to compensate for time lags in reporting commencements and completions. Further information on the estimation process can be obtained from the NCVER.                         Industry as identified in Question 5 is the Australia and New Zealand Standard Industrial Classification (ANZSIC) division of the employer. This classification system is developed and maintained by the Australian Bureau of Statistics.
