Mr ABBOTT (Leader of the House) (2:02 PM) —I seek leave of the House to move a motion to vary the routine of business for this sitting to permit questions without notice being called on forthwith, followed by notice No. 1, government business—being the motion by the Prime Minister relating to Australian Defence Force personnel in or around Iraq—then presentation of papers; ministerial statements, by leave; matter of public importance; and notices and orders of the day, government business.

The SPEAKER —Is leave granted?

Ms Gillard —Mr Speaker, on indulgence, dealing with the question of leave, this motion is being moved as a result of a series of discussions between the government and the opposition about facilitating today's debate. Key to those arrangements is question time proceeding till 3 p.m. On the basis that that is the agreed arrangement, leave is granted.

The SPEAKER —The chair's only concern, as the member for Lalor will appreciate, is the granting of leave.

Leave granted.

Mr ABBOTT —I move:

That so much of the standing and sessional orders be suspended as would prevent the routine of business for today being varied to permit questions without notice being called on forthwith, followed by notice No. 1, government business—being the motion by the Prime Minister relating to Australian Defence Force personnel in or around Iraq, with speech time limits being as follows:

Prime Minister—not specified;

Leader of the Opposition—a period of time equal to that taken by the Prime Minister;

9 Members—10 minutes each, and

2 Members—5 minutes each,

then presentation of papers; ministerial statements, by leave; matter of public importance and notices and orders of the day, government business.

Question agreed to.
