Mr Brendan O'Connor asked the Minister for Employment Services, upon notice, on 2 December 2003:

(1) How many people participated in work-for-the-dole during (a) 1996, (b) 1997, (c) 1998, (d) 1999, (e) 2000, (f) 2001, (g) 2002, and (h) 2003 in the postcode area (i) 3020, (ii) 3021, (iii) 3022, (iv) 3023, (v) 3029, (vi) 3030, (vii) 3036, (viii) 3037, (ix) 3038, and (x) 3335.

(2) What was the average length of time that participants were in receipt of benefits after participating in work-for-the-dole during (a) 1996, (b) 1997, (c) 1998, (d) 1999, (e) 2000, (f) 2001, (g) 2002, and (h) 2003 in the postcode area (i) 3020, (ii) 3021, (iii) 3022, (iv) 3023, (v) 3029, (vi) 3030, (vii) 3036, (viii) 3037, (ix) 3038, and (x) 3335.


Mr Brough (Minister for Employment Services and Minister Assisting the Minister for Defence) —The answer to the honourable member's question is as follows:

(1) Work for the Dole projects and participants are not allocated by postcode but rather, by Employment Service Area (ESA). The specific location of projects, job seekers and sponsors may not all be the same. On this occasion we have grouped your requested areas as closely as possible and the information is provided below.

Job seekers who have participated in Work for the Dole since the programme commenced in November 1997 in these postcodes are:

Total of job seekers who participated in Work for the Dole in the majority of the requested postcodes is 2335.

(2) Work for the Dole is a Mutual Obligation and work experience programme. Employment is not a stated objective of the programme. It is acknowledged however, that work experience is valuable and that continued engagement of a job seeker is vital in attaining an employment outcome.

The Department of Employment and Workplace Relations (DEWR) undertakes surveys of former employment assistance participants three months after exiting programmes.

The Post Programme Monitoring survey measures outcomes achieved by job seekers three months after they exit the Work for the Dole programme.

Around 32% of Work for the Dole participants are in employment or training three months after leaving the programme. This rises to 46% at the 12 month point.

Meaningful data for average length of time that participants were in receipt of benefits after participating in Work for the Dole are not available at this level.
