—I am very disappointed that the Minister for Education, Science and Training has not responded to the critical point that I have raised in the consideration in detail of this amendment. It is his legislation that is going to allow universities to have some courses where 100 per cent of the students are full fee paying students. He is going to be deciding that. He should tell the people, through this parliament, what he considers to be in the national interest and why he thinks that it is okay for one man in Canberra to decide that.
