Mr CREAN (Leader of the Opposition) (2:02 PM) —Mr Speaker, on indulgence, I seek clarification in relation to the ministerial arrangements before we begin question time. It goes to the appropriateness of the new Attorney-General being sworn in today and involves the Attorney's obligation to undertake his duties impartially as referred to at page 62 of the House of Representatives Practice. Can the Prime Minister advise the House how the new Attorney will be able to do this when unresolved allegations relating to passport fraud and the minister's knowledge of criminal—


The SPEAKER —The Leader of the Opposition will resume his seat. I had extended indulgence to the Leader of the Opposition, as the chair does to all members. I believe that the issue raised by the Leader of the Opposition is something that ought to be raised in question time and not by a matter of indulgence.
