Mr Gavan O'Connor —I second the motion and—


The SPEAKER —The member for Corio will resume his seat. Let me explain to the member for Corio that there is no motion. For his information, I will indicate precisely what happened. The Minister for Regional Services, Territories and Local Government came into the House and made a statement. The Manager of Opposition Business was granted leave to make a statement. There can be no motion before the House without a suspension of standing orders, and the House had already resolved that there would not be a suspension of standing orders.


Mr McMullan —Mr Speaker, I rise on a point of order. I am not trying to extend this particular matter but to clarify it for future circumstances. Are you saying that if a member seeks leave to move a motion, and it is granted, he is not then authorised to move that motion?


The SPEAKER —No, I am not. The member for Fraser is, of course, welcome to check the Hansard. Leave was granted to make a statement.
