Mr CREAN (2:19 PM) —My question is to the Minister for Foreign Affairs. Does the foreign minister recall his statement on 24 July when he said:

International security can't be held hostage to trade threats.

The Treasurer, on 11 August, said:

You can't say if other countries threaten you with trade sanctions you will change the foreign policy.

Is the foreign minister further aware of a statement by the Australian Wheat Board of 20 August this year, which said:

Iraq will resume all its Australian wheat imports for 2003 and beyond to normal levels as long as the Australian government promotes diplomatic solutions to the current situation in Iraq.

Minister, what undertakings has your government provided to either the Australian Wheat Board or to the Iraqi authorities on future Australian policy on Iraq?

Mr DOWNER (Minister for Foreign Affairs) —The government is not changing its position, and it has made it perfectly clear on many occasions that it will stand by its position. I can speak for myself: I have made no undertakings to the Australian Wheat Board or to the Iraqi government that Australia will modify its position. Since you ask the question, I will be meeting with the Australian Wheat Board this afternoon—

Mr Howard —So will I.

Mr DOWNER —The Prime Minister is meeting with them as well. We will be making it clear to the Australian Wheat Board that the government have a clear position on the issue of Iraq and that we are standing by our position.
