Mr Melham asked the Prime Minister, upon notice, on 11 March 2002:

(1) What are the names and positions of the (a) men and (b) women who hold dormant commissions as Administrators of the Commonwealth of Australia.

(2) What are the texts of their commissions.


Mr Howard (Prime Minister) —The answer to the honourable member's question is as follows:

(1) Under the authority of section 4 of the Constitution, each State Governor holds a Commission from The Queen to administer the government of the Commonwealth of Australia. The Commissions are activated when required in the event of the absence, death, incapacity or removal of the Governor-General, in order of the Governors' seniority of appointment to State office.

(2) The Commission reads as set out in the attached document.

COMMISSION

passed under the Royal Sign Manual and the Great Seal of Australia, appointing

FULL NAME WITH POST NOMINALS,

to administer the Government of the Commonwealth of Australia in the event of the absence, etc., of the Governor-General

ELIZABETH THE SECOND, by the Grace of God Queen of Australia and Her other Realms and Territories, Head of the Commonwealth: To [title and name with post nominals in full], Governor of the State of [State], Greeting:

WE DO, by this Our Commission under Our Sign Manual and the Great Seal of Australia, appoint you, [title and name], in the event of the absence out of Australia, or the death, incapacity or removal, of Our Governor-General of the Commonwealth of Australia for the time being, to administer the Government of the Commonwealth, upon a request in that behalf being made to you in accordance with Our Letters Patent relating to the office of Governor-General of the Commonwealth of Australia.

AND WE DO hereby declare that this Our present Commission shall remain in force during Our pleasure.
