Mr McClelland
asked the Minister for Immigration and Multicultural and Indigenous Affairs, upon notice, on 11 March 2002:
(1) Which organisations funded by the Minister's Department will face an increased salary bill as a result of the decision of the Industrial Commission of New South Wales in the social and community services employees (State) Award case matter no. IRC 5544 1998.
(2) Is it the case that the NSW Government has offered to increase grants to those organisations to assist in meeting those increased salaries.
(3) Will the Federal Government similarly increase grants to those organisations to assist them to cope with the increased salary commitment.

—The answer to the honourable member's question is as follows:
(1) The Department of Immigration and Multicultural and Indigenous Affairs cannot readily determine the number of funded organisations in NSW which face increased salary costs as a result of the recent Social and Community Services (SACS) Award increase.
- While funded organisations are required to adhere to relevant awards and conditions the Department is not involved in the negotiation of salaries or the employment of staff by funded organisations.
- The Department does not monitor the salary arrangements of funded organisations.
- Some funded organisations currently pay salaries that are higher than the new Awards rates, so the increase will not necessarily impact on all organisations funded by the Department.
NSW and ACT organisations and agencies currently receiving program funding by my Department appear in the table below.
(2) Yes. According to Hansard transcripts of 6 December 2001 the NSW Treasurer announced that the NSW Government “...is paying the full amount of its share to enable the non-government organisations to pay the increase to their staff.”
(3) Funds for this financial year are fully committed. Applications for funding in upcoming rounds for the Community Settlement Services Scheme (CSSS) and Living in Harmony (LIH) program are expected to reflect the new salary costs and should be costed appropriately.
Core funding to Migrant Resource Centres (MRCs)/Migrant Service Agencies (MSAs) does not contain a specific amount for salaries. MRC/MSA management committees manage their budget, expenditure and employment of staff independently, and make their own operational decisions.
On average, approximately 2 percent indexation per annum is applied to core funding to MRCs/MSAs.
