Mr ABBOTT (Minister for Employment, Workplace Relations and Small Business) (6:33 PM) —I do not claim to be an expert draftsman. Obviously, in matters like this, to a very great extent, ministers, no less than shadow ministers, are advised by others, but my understanding is that hearing loss is a rather inexact science and, for that reason, we have decided that it would be best and most practical if these matters were assessed in increments of five per cent. That is why we would prefer to stick with our proposal and reject the opposition's amendment.
