Mr McGAURAN (Minister for the Arts and the Centenary of Federation) (9:04 PM) —I was being overly polite earlier on when I told the honourable member that I would write to him on these issues. Now I am afraid I am going to have to embarrass him in front of the House. I exhaustively, for between eight and 10 minutes, canvassed these issues. I was well aware that was the central point of the honourable member's earlier contribution in the second reading debate. He can check the Hansard. He will find that every aspect of his prolonged question—leaving out the gratuitous insults that seem to have popped up a number of times tonight—are contained within my speech on the second reading. I decline to have to repeat them because you were not attending the chamber or, if you were, you were otherwise distracted or engaged. The simple fact is that all of the questions raised by the honourable member were answered earlier tonight. I would like to know why he is seeking to delay the House when matters that he now canvasses were discussed at length in considerable detail earlier on tonight. Just because you do not participate in debates, you do not listen, does not mean you can take the time of the House with a special performance or a repeat performance for your benefit.
