Mr Latham asked the Minister for Foreign Affairs, upon notice, on 6 June 2000:

(1) Did Australia accede to the 1979 UNESCO Convention on the Recognition of Studies, Diplomas and Degrees concerning Higher Education in the States belonging to the Europe Region on 6 August 1986.

(2) To what extent are Australia and New Zealand sharing or contemplating membership of UNESCO and Council of Europe conventions on education.


Mr Downer (Minister for Foreign Affairs) — The answer to the honorable member's question is as follows:

(1) Yes.

(2) Australia will sign the Joint UNESCO/Council of Europe Convention on the Recognition of Qualifications Concerning Higher Education in the European Region, 1996 (known as the Lisbon Convention). The Executive Council (ExCo) approved on 15 December 1999 Australia's signature of the Convention. My Department will shortly draw up and complete an appropriate instrument of full powers to enable Australia's Deputy Permanent Delegate to UNESCO to sign the Convention on behalf of Australia, subject to ratification.

My Department has been informed by DETYA that they are not aware of whether New Zealand is also contemplating signing the Lisbon Convention.
