Mr Hawker asked the Minister representing the Minister for Employment, Education, Training and Youth Affairs, upon notice, on 17 October 1996:

(1) What sums were provided for employment assistance programs (a) in 1990-91, (b) in 1991-92, (c) in 1992-93, (d) in 1993-94, (e) in 1994-95 and (f) between 1 July 1995 and 1 May 1996 in the postcode areas of (i) 3249, (ii) 3260, (iii) 3264, (iv) 3265, (v) 3266, (vi) 3267, (vii) 3268, (viii) 3269, (ix) 3271, (x) 3272, (xi) 3273, (xii) 3274, (xiii) 3277, (xiv) 3280, (xv) 3281, (xvi) 3282, (xvii) 3284, (xviii) 3286, (xix) 3287, (xx) 3289, (xxi) 3291, (xxii) 3292, (xxiii) 3293, (xxiv) 3294, (xxv) 3300, (xxvi) 3302, (xxvii) 3303, (xxviii) 3304, (xxix) 3305, (xxx) 3309, (xxxi) 3310, (xxxii) 3311, (xxxiii) 3314, (xxxiv) 3315, (xxxv) 3324, (xxxvi) 3325, (xxxvii) 3351, (xxxviii) 3352, (xxxix) 3360, (xl) 3361, (xli) 3373, (xlii) 3375, (xliii) 3377, (xliv) 3381 and (xlv) 3407.

(2) With respect to each sum referred to in part (1), what was the (a) name of the program, (b) name of the recipient, (c) total expenditure on the program, (d) location where the program was conducted and (e) purpose for which the sum was provided.


Dr Kemp —The Minister for Employment, Education, Training and Youth Affairs has provided the following answer to the honourable member's question:

(1) Labour Market Programme (LMP) data by postcode is not readily available on the Department of Employment, Education, Training and Youth Affairs (DEETYA) computer systems. The following table shows LMP expenditure from 1992-93 to 1 May 1996 and is based on the Warrnambool and Ballarat Regional Offices, which service all (or at least part of) of the above postcodes. Data prior to 1992-93 is not available at this level of aggregation.

Note: It is not possible to attribute brokered programme (ie. JobSkills, LEAP and New Work Opportunities expenditure to Regional Offices. Most payments for these programmes are made through, and recorded against, Area offices and cannot be accurately disaggregated any further.

(2) There are around 360,000 LMP providers and millions of program payment records currently held on the Department's computer systems. Area and Regional staff in Victoria and National Office would be required to undertake exhaustive manual searches of thousands of these records to fully satisfy this part of the honourable member's question. There is no system-based solution to providing the information in the format that has been requested and I am not, therefore, prepared to authorise the use of scarce Departmental resources for this purpose.
