Mr JENKINS(11.26) —In the few seconds available to me I would like to congratulate the honourable member for Dunkley (Mr Chynoweth) on bringing forth this motion. It is an extremely important question that needs the fullest debate not only throughout Australia but also in the international forum. It is a problem of global and international dimensions caused by many factors that have been outlined in the debate.

The two points to the motion should have the full agreement of the House. There is a need to continue the research because many aspects of this problem are not understood and if companies using the chemicals in question do not play their part in further discovery, they will have to pay because governments alone cannot be forced to put funds towards seeking solutions to this very important problem. We have to understand that temperature changes and changes in climate have occurred naturally and we are getting to know more about those natural occurrences.
