(Question No. 4783)

Mr Porter asked the Minister for Health, upon notice, on 17 October 1986:

Have any changes been made to the Health Insurance Commission security arrangements following the publication of doctors' Medicare Incomes in the Sydney Morning Herald in 1985; if so, what.

Dr Blewett —The answer to the honourable member's question is as follows:

As the information published in the Sydney Morning Herald did not originate from the Health Insurance Commission the question of security arrangements within the Commission cannot be linked with the article.

The information published in the article was significantly inconsistent with the data held by the Commission, and a public statement to that effect was made by the general manager of the Commission at the time the article appeared.

On the general matter of security over data the Commission employs a comprehensive range of measures to secure data to restrict staff access to data and to prevent the unauthorised use of terminal equipment. These measures have been enhanced over the last two years with improvements in technology and the design of new systems.
