Mr HOWARD (Leader of the Opposition) —Madam Speaker, I seek leave to make another personal explanation. I claim to have been misrepresented by the Treasurer in Question Time today to the extent that he said in his answer that I, on the AM program this morning, had fabricated the reasons for the stance I took in 1979. That is wrong because the stance that I took in 1979 was that this proposal ought to be looked at. I strongly supported it being looked at and when we got the report of the IDC, the Cabinet decision was taken for the reasons set out in the IDC not to adopt the proposal. There is no fabrication. There has been no inconsistency. The Treasurer is again misleading the Parliament.

Madam SPEAKER —Order! The Leader of the Opposition will resume his seat. I point out to the House that the indulgence of the Chair is given for specific personal explanations. It is not given for debating points. It is not given for political points to be debated and it will be a pity if the indulgence of the Chair continues to be used in this matter. I ask all honourable members to be careful that their personal explanations are exactly that-personal explanations.

Mr HOWARD —With your indulgence, Madam Speaker, I hope that the same injunction will in future be applied to Question Time.

Madam SPEAKER —It has been applied to those on both sides of the House who have attempted to use the indulgence of the Chair for personal explanations. Both sides of the House have been treated equally.
