Mrs Kelly asked the Minister for Territories and Local Government, upon notice, on 19 October 1983:

(1) When was the decision made to allow townhouse development on section 57, Red Hill, Australian Capital Territory.

(2) What consultation was carried out with the local community.

(3) Were normal administrative procedures adopted in relation to this proposed development.


Mr Uren —The answer to the honourable member's question is as follows:

I am informed by the National Capital Development Commission that-

(1) The residential land use policy for the site was determined by NCDC in November 1979 and the Minister for the Capital Territory informed in accordance with Section 12 of the National Capital Development Commission Act, 1957.

(2) The Commission has undertaken an extensive program of consultation since the site was first proposed for residential development in 1976. At that time the plans showing the proposed use were placed on exhibition, residents in the vicinity were invited by letter to comment on the proposals and a public meeting was held. At that meeting the Commission undertook to prepare plans showing possible alternative developments for discussion, however, with the slowdown in Canberra's growth the proposals did not proceed at that stage. In August 1979 the then Minister asked for resolution of the status of the sites for which residential development had been proposed in 1976. Public comment was again sought on 7 sites, including Section 57, Red Hill.

Draft development conditions for Section 57 were sent to nearby residents and contact was re-established with representatives of the group that met with the Commission in 1977. A second public meeting was held.

The land use for the site was subsequently determined by the Commission and endorsed by the then Minister in November 1979 as 'Residential-Medium Density Housing'. The land use decision was advertised by an advertisement in the Canberra Times on 24 November 1979.

In July 1983 the site was passed by the Commission to my Department for release . The Commission subsequently let a contract in August 1983 for site servicing. In delineating the site boundaries and determining access, the previous comments made by residents were noted.

When site servicing started, nearby residents wrote to the Commission and myself expressing concern about the development. The Commission had invited residents to discuss the proposed development conditions but this invitation was declined. A second invitation was issued by the Commission and residents have accepted the offer to discuss the proposed development conditions and other relevant aspects.
