Mr GROOM —I give notice that, on the next day of sitting, I shall move :

That this House is of the opinion that a joint committee should be established as a matter of urgency to inquire into and report on all aspects of the conventions and practices relating to individual ministerial responsibility, with special reference to:

(1) the nature of individual ministerial responsibility, and the principles and values on which it rests;

(2) the role of this Parliament in upholding traditional conventions and practices, and exposing the guilt of Ministers;

(3) the right and responsibility of this Parliament to inquire into the misconduct or misbehaviour of a Minister; and

(4) the sanctions to be imposed against Ministers found guilty of-

(a) deliberately misleading the Parliament;

(b) being involved in criminal activity, tax evasion, or other culpable misconduct;

(c) improper conduct; or

(d) other errors or misdeeds.
