Mr Wells asked the Minister for Foreign Affairs, upon notice, on 8 September 1983:

(1) Which countries are currently recipients of Australian Government aid.

(2) Is he able to indicate which of these countries do not provide their citizens with all of the following democratic institutions: free elections, trial by jury and freedom of speech.

(1) Listed below are the recipients of Australian aid in 1982-83 as well as the value of the aid received.

(2) I do not consider it appropriate, in the context of Australia's aid program , to comment on or make judgements about the extent to which certain institutional benefits are enjoyed by the peoples of any country receiving Australian aid. A basic aim of the Australian aid program is to contribute to the overall social and economic advancement of the peoples in developing countries, including the poorest and most deprived sectors of the community.
